Key Issues Documented in the Waterford Investigation
Background:
John Nelson held a part-time position with the Town of Waterford Police Department beginning in 2015, while also holding other roles in later years. An outside firm’s 227-page transcript outlines allegations from his time as a Waterford police lieutenant, including claims of sexual harassment, showing inappropriate photos, inaccurate time records, including doing Franklin business while on duty. It also reports he was placed on paid administrative leave in May 2024 and retired before the investigation could be completed.
TMJ4 reports that Nelson (and his partner) were placed on paid administrative leave while an outside firm investigated allegations. WISN also reported town leadership acknowledging complaints and saying they “had to act on some complaints,” describing “different things going” as the investigation proceeded.

John Nelson retired from the Waterford Police Department before the investigation was completed. WISN reported he retired “amid an ongoing investigation.” TMJ4 likewise reports he retired about five months after being placed on leave.
